Spent an inordinate amount of time trying to get new icons added to the Digital Garden Note Icon "catalogue" today. Got confused because I'm using Forestry.md as a one-stop hosting solution, rather than going through GitHub + Vercel. The Obsidian Digital Garden plugin reads Appearance Settings such as the site logo and favicon from the img directory in my vault, so that made me think it would do the same if I placed the icons' svg files into the same directory and identifying the files using a local path in the CSS snippets. It worked once I uploaded the files onto GitHub and used those image URLs instead of course.
